Google Duo is replacing Hangouts’ place on Android. This does not mean Hangouts, or Hangouts for Android, is dead.
According to Android Police, starting on December 1st, phone makers like Samsung and HTC will no longer be required to add Hangouts to their handsets. Instead, Duo will be the mandatory video-calling app on Google-powered devices.
In an email sent to Google Mobile Services partners on October 5th, Google said, today, we are announcing that Google Duo will replace Hangouts within the suite of core GMS apps, and Hangouts will become GMS Optional for telephony products. This change will take effect on December 1, 2016.
Hangouts isn't totally going away. It will remain an optional member of the Google Mobile Services package, which Google requires manufacturers to install so consumers have integral services like the Chrome browser and Google Maps.
The app will be available for download even if it is left out of the GMS suite — that is until Google decides to shutter it.
